DMR & BrandMeister in East Tennessee
DMR is not just for hobby chat — Tennessee statewide TG 3147 and TEMA 31478 are common emcomm monitoring targets. SW VA operators near the Tri-Cities border watch TG 3151. Digital fits most agency PACE plans as Alternate or Contingency, not Primary, unless your served agency explicitly standardizes on it.

Why DMR shows up in emcomm
When analog repeaters are congested, a well-programmed DMR radio gives you another path with modest bandwidth. Text messages and GPS on some rigs supplement voice. The tradeoff is complexity: codeplugs, talkgroup routing, and hotspot etiquette take study before an incident.
Programming discipline
Build a codeplug with monitor talkgroups first — statewide and regional — before adding local repeaters. Label zones "Primary analog", "DMR alternate", and "Hotspot lab" so field programming does not scramble channels at 0300. Export a PDF channel sheet for your go-kit even if the radio stores everything.
PACE placement
Document in PACE planner who carries DMR-capable radios, which talkgroups are monitored, and how you fall back to analog simplex. ICS-205 should list digital channels only if COML assigns them — do not assume BrandMeister is incident command approved without agency buy-in.

- Keep analog SKYWARN nets as Primary unless EC directs otherwise.
- Test DMR from your actual deployment sites — terrain masks digital the same as analog.

Hotspot vs repeater discipline
Home hotspots extend coverage but depend on internet backhaul — same failure mode as cell for true disasters. Use hotspots for training and codeplug development; do not list them as Primary in PACE unless you have independent backhaul and agency approval.
Digital voice clarity expectations
DMR can sound excellent or robotic when signals are marginal. Analog often remains intelligible longer as signal fades. That is why analog SKYWARN nets stay Primary in District 7. Train operators to recognize "digital cliff" behavior before an activation.

Name codeplugs with date and author: ki4tqn-dmr-2026-06.ecp. Store copies in the go-kit USB stick and cloud your EC approves. When BrandMeister talkgroups change, bump the version and post in ARES email — silent drift breaks deployments.
Cross-training with analog
Every DMR-capable operator should carry a programmed analog channel for the same geographic area. If digital fails, you are not stranded without a net. COMT field techs should verify both stacks during site surveys.
