Technician vs planner
- COML writes the plan — PACE, ICS-205, ICS-210, frequency assignments. See COML hub.
- COMT installs, operates, and logs — nets, radios, gateways, scratch-pad freqs, and maintenance schedules on scene.
- NCS overlap: Small incidents may combine COMT and NCS — use NCS hub for directed net discipline.
- On small incidents one person may wear both hats — still document each function separately in the incident workspace.
COMT shift checklist
- Confirm assigned frequencies from ICS-205 match programmed radios — export CHIRP CSV from the COML if provided.
- Open ICS-211 roster before the net; log check-ins in NCS log or ICS-211.
- Timestamp traffic in ICS-214 — UTC via world clocks.
- Test digital contingency (DMR TG, Meshtastic node) if listed on ICS-210 — do not assume it works without an on-air check.
- Run kit maintenance entries after the shift — batteries, antenna, programming cable.
