Why Communications Matter in an Emergency

Most preparedness lists start with food, water, and a first-aid kit. Communications rarely makes the top five — until the day you need it and discover your entire plan assumed cell service would keep working.

Hurricane Helene's impact across western North Carolina and East Tennessee in 2024 drove that home for a lot of people in this region. Counties went days without reliable cell coverage. Power and fiber followed. People who could reach neighbors, family, or emergency nets coordinated shelter, supplies, and welfare checks. People who could not were isolated — not because they lacked courage or supplies, but because they lacked a working comms layer.

What actually fails first

In a widespread outage, failures stack in a predictable order:

  1. Cellular networks — towers lose power or backhaul; congestion collapses what remains.
  2. Internet at home — cable and fiber need power at both ends; routers die with the grid.
  3. Commercial radio and TV — still useful for awareness, but one-way and not a substitute for talking to your household.

Ham repeaters, GMRS machines, Meshtastic mesh, and satellite messengers sit on different infrastructure. They are not magic — repeaters need power too — but they give you options cell-only planning never will.

One method is not a plan

The PACE framework (Primary, Alternate, Contingency, Emergency) exists because every single technology has a failure mode:

  • Primary: Cell phones and internet — fine until they are not.
  • Alternate: GMRS or ham repeaters — regional voice when the network is down but repeaters are up.
  • Contingency: Simplex, different bands, or mesh text — direct device-to-device without infrastructure.
  • Emergency: Satellite SOS, HF, or a pre-arranged rally point — when everything else is gone.

A GMRS radio in a drawer with dead batteries is not a plan. A license you never used is not a plan. A plan is frequencies written down, equipment tested, people who know when and how to check in, and at least two independent ways to reach the people who matter.

What "good enough" looks like

You do not need a rack of radios to be better prepared than average:

  • GMRS or ham handhelds programmed with local repeaters and simplex — start with the Tri-Cities frequency guide.
  • A NOAA weather radio with SAME codes for your county — storms still happen when cell alerts do not reach you.
  • A written contact list — who to call, on what frequency, at what time, if the primary method fails.
  • A practice check-in — monthly or quarterly, same as a fire drill.

For property owners with staff, multiple buildings, or long driveways, the bar is higher — and that is where formal assessment and design work pays off. The free emergency assessment checklist is a reasonable place to see your gaps before spending money.

Why I teach this

Communications is the force multiplier for every other preparedness investment. Food does not help if you cannot coordinate who needs it. A generator does not help if you cannot tell family you are running it safely. The goal is not fear — it is removing the single point of failure almost everyone still has: "we'll just use our phones."

Start with one layer you will actually maintain. Add a second. Write it down. Test it.
