APRS for Emcomm Situational Awareness
APRS is not a replacement for directed voice nets or ICS logging. It is a data layer — position, course, speed, and short status messages on ham packet paths. In emcomm, that means situational awareness when you cannot raise everyone on voice.
Where APRS fits PACE
Document APRS as Contingency or Alternate data in your PACE planner — not Primary unless your agency plan says otherwise. Voice remains Primary for assignments; APRS supplements the map in the EOC or net control laptop.
Gear and setup
- APRS-capable HT or mobile + GPS feed (built-in or phone tether per rules)
- Correct SSID for emcomm — consult team SOP; do not invent tactical IDs without coordination
- Pre-program APRS tool frequencies and passcodes per your region
- Test from your actual deployment sites — terrain masks packet like voice
Operational discipline
Packet is shared spectrum — keep beacons at necessary rate, not tourist mode during incidents. Log significant events in ICS-214 anyway; APRS does not satisfy ICS accountability alone.

Tri-Cities operators: pair APRS experiments with regional hub net discipline. SKYWARN and ARES remain voice-first; APRS helps roving spotters and EOC situational maps when coordinated.
Practice drill
- Define one status message format (e.g. EN ROUTE / ON SCENE / NEED RELAY).
- Run 30-minute drill with two stations and one iGate if available.
- Document results in incident workspace tabletop export.
